I have received one of those letters in the last two weeks, informing me that fro feb 2008 it will cost me ?200 a day, now yes I do drive in and around london and yes I expect me plates were picked up on the cam rec system, but if your vehicle is classed as off the road it most likely is a glitch or a clone.
Under the data protection act I think you can request the picture / data information regarding this if you pay 15 quid.
If there is a picture you will more than likely be able to prove the vehicle was not yours, what are the chances of a 50 series, same model and colour being 'cloned'.
If you receive letters abouty an untaxed / insured / mot'ed vehicle on the road and you haven't, you need to again use the data protection act to get the information they hold, tis a powerfull tool that act, so use it if you need.
On a lighter note, if you reclass your vehicle as showmans you can apply to Transport for London (kens traffic mob) to have the vehicle exempted from the draconion laws being introduced, dont know of any other exemptions at the moment, but when I do I will pop it up.
